Richard Down FCA: Chairman of the Board of Trustees

Richard Down
As well as being Chairman of Elizabeth Finn Care’s Board of Trustees, Richard Down is also Chairman of its Investment Committee.
 
Mr Down has held Senior Management appointments in a range of British and international projects since the early 1980s, and has acted as an Advisor to the Foreign and Commonwealth Office, and the DTI.  He held Senior Executive Management roles for the three UK Presidencies of the European Community: the G7 and G8 Summit Conferences; the European Community’s G7 Technology Summit, and the 1992 and 1998 European Council Meetings.
 
As Advisor to the UK's Foreign and Commonwealth Office, Mr Down is credited with pioneering the private sector funding for major UK government events. His consultancy appointments have included: Vauxhall Motors, General Motors, MK Electric, Eurotunnel, UK Director for Arius 3D Inc, and the strategic development of the World Internet Forum.
 
Mr Down is a Fellow of the Institute of Chartered Accountants, Strategic Advisor to Towers Perrin, and to the NHS Institute for Innovation and Improvement. He is also a member of the Board of Advisors to Merchants Partners LLC, the San Francisco-based investment group. 


Mr Michael Pavia FCA: Honorary Treasurer

Michael Pavia is a Non-Executive Director of: Thames Water Utilities Ltd, British Nuclear Fuels Ltd, Salamander Energy Plc and Telecom Plus Plc. Previously, Mr Pavia held Finance Director positions at LASMO Plc, SEEBOARD Plc (now EDF Energy Plc), and Price Waterhouse in London.
 
Mr Pavia is a member of the Council of the Institute of Chartered Accountants in England and Wales (ICAEW), and Chairperson for its Audit Committee. He was appointed Chairperson of Elizabeth Finn Care’s Audit Committee in June 2008.

David Astor, CBE DL


David Astor’s main occupation is that of a Farmer.  In 1994, Mr Astor was appointed CBE.
 
Mr Astor served on the National Council for The Protection of Rural England from 1983 to 1993. He served as the founder Chairman for Classic FM from 1986 to 1991, and most recently, Mr Astor served as Chairman for the Southern Arts Board from 1998 to 2002.
 
In 1985, Mr Astor co-founded Jupiter Asset Management. In 1987, he was a SDP Parliamentary Candidate for Plymouth Drake, and in 1990, Mr Astor served as Co-founder and Director for Priory Investments. Other appointments that Mr Astor holds include: Chairman for Action for Prisoners’ Families, Trustee of Glyndebourne Productions Limited, and Fellow of the Royal Society of Arts.  


Mrs Richard Bonsor


Mrs Bonsor is Chairman of the Elizabeth Finn Care Case Committee.
 
Mrs Bonsor served as Chairman of the Christie’s fund-raising events for Elizabeth Finn Care in 2003 and again in 2004. 


The Viscountess Downe, DL JP


Lady Downe is Deputy Lieutenant for North Yorkshire.
 
Lady Downe is County President of the North Yorkshire Committee for Elizabeth Finn Care, and a Volunteer Visitor for Elizabeth Finn Care’s Case Department.  She served as Chairman of the Board of Trustees from 2003 to 2006.  She was appointed High Sheriff of North Yorkshire from 2006 to 2007.
 
Lady Downe is the Director of Wykeham Trustees, Wykeham Trees, Wykeham Farms, and St. Helens in the Park.  She is a member of the General Commissioners of Income Tax, Chairperson for Wykeham Parish Council, President of the Aston Martin Owners’ Club as well as several Yorkshire-based charities such as NDPCC Victims’ Support.  Lady Downe is a Freeman of the City of London (Liveryman - Coachmakers and Coach Harness Makers).  


Richard Halcrow SFA


Richard Halcrow is Director for AC European Finance, a specialist Investment Bank. He is the ex-Chairman of KPM Halcrow, a leading City Executive Search firm and a Trustee of the Bradfield Foundation. 
 
Mr Halcrow is the Main Board Director of Morgan Grenfell & Co Ltd. He was Chairman of various subsidiary companies from 1990 to 1997, and a partner at Caspian Securities Ltd from 1997 to 1998.  Mr Halcrow has served on various Boards and Advisory Committees, including: British Invisibles, London Chamber of Commerce, and  Industry and Credit for Exports plc. 


Dr Michael Harding MBBS, MRCS, LRCP, DRCOG


Michael Harding is a full-time family practitioner. He has been in practice in Knightsbridge since 1970. 
 
Dr Harding qualified at St Mary’s Hospital, London. He was Medical Registrar at Central Middlesex Hospital from 1969 to 1970, and Visiting Medical Officer at King Edward VII Hospital for Officers.
 
Dr Harding is a Trustee of two medical grant-giving charities: Sir Siegmund Warburg’s Voluntary Settlement and the F H Muirhead Charitable. Dr Harding is also a Trustee of The Kennedy Institute of Rheumatology.  He is a Company Doctor to various organisations. 


Mrs David Mackenzie


Mrs Mackenzie is the joint Chairman of the Cotswold Home Committee, and a Volunteer Visitor for Elizabeth Finn Care’s Case Department.
 
Mrs Mackenzie was Elizabeth Finn Care’s Case Committee Chairman from 1999 to 2002.  


Mrs Francesca Quint


Francesca Quint is a senior member of the Chancery Bar, specialising in charity law, Wills and Trusts. 
 
Mrs Quint was Deputy Commissioner of the Charity Commission from 1984 to 1989.  She is a member of: the CLA Executive Committee, the Advisory body of the Almshouses Association, the Council of St. Peter’s Convent in Woking, the Council of the Statute Law Society, the Board of the COIF Charity Funds. Mrs Quint is a Trustee of the COIF Deposit Fund.  Mrs Quint helped to set up the Centre for Dispute Resolution (CEDR). She set up a joint scheme for the mediation of charity disputes in conjunction with NCVO.
 
Mrs Quint has written model governing documents for the Charity Law Association. Her other publications include, ‘Running a Charity’ (Jordans) as well as numerous articles for the ‘Charity Law and Practice Review’. and ‘Charity Finance’.  Mrs Quint edits notable charity works, including the Charities volume of Butterworth’s Encyclopaedia. She co-edits Sweet & Maxwell’s ‘Charities:  the Law & Practice’. 


Mr John Stephen, BSc FRICS


John Stephens is a Chartered Surveyor.  Currently, he is Chairman (England) of Jones Lang LaSalle, concentrating on providing advice to West End commercial property owners on investment sales, redevelopment and funding.  Mr Stephens specialises in international marketing, having spent over 30 years with the company dealing in investment markets, which included five years in Hong Kong and Tokyo. 
 
Mr Stephens is a Non-Executive Director of Foreign and Colonial Commercial Property Trust Ltd and Evans Property Group.  He has been a Trustee of Age Concern Westminster, and is currently Hononary Treasurer of the Westminster Property Owners Association, and the British Property Federation. Mr Stephens is a Business Mentor and a Panel Member of the Prince’s Trust.
